Yes, there are electrical outlets on every train to Tibet. In hard sleeper cars, the electric outlets are placed on the wall below the window chairs in the corridors. In soft sleeper cars, there are electric outlets under the tiny table in every single compartment.
You can charge your cell phones, camera or electronic devices on the train to Tibet. But sometimes you may find the electrical outlet is not working. So it is suggested to bring your own power bank with you.
